Public Sector Campaigns 2006 The Combined Federal Campaign (CFC) was established in 1957 and is the largest employee voluntary workplace giving campaign in the world. There are 13 distinct CFC areas in New York State. The State Employees Federated Appeal (SEFA) was established in 1975. It is directed and implemented by State employees. There are 23 distinct SEFA areas in New York State. The Combined Municipal Campaign (CMC) is the authorized employee workplace fundraising campaign among New York City municipal employees. The CMC is closely run by the NYC Department of Citywide Administrative Services (DCAS). The City University of New York, CUNY Campaign for Voluntary Giving (CUNY CVG) is the only employee workplace fundraising campaign among the CUNY employees. The CCVG is closely run by the CUNY administration. The Albany County Employees' Campaign is the only employee workplace fundraising campaign among County employees. The ACEC is closely run by the Albany County Department of Personnel.
